I live in Waterloo (Belgium) where Napoleon lost his battle. I am German, but have lived most of my life in Belgium. I was happily married for 54 years with an Italian, who was the love of my life. Now I am a widow.
Now that's different! I wonder actually if the owner took them with. I've never seen BOTH wheels gone before - but in America often the owner will take ONE wheel with them to keep the BIKE from getting stolen! I have seen THAT a lot!

I feel sorry for whoever owns it.
That is so sad! No need to unchain it now, I guess...
